David Feeney

Chief Planning Officer , Leeds City Council

David was appointed as Chief Planning for Leeds in August 2019 and has worked for the City Council in a wide variety of Planning and Project Management roles since 1990. These include leading on the Leeds Local Plan (incorporating the Core Strategy, Core Strategy Selective Review and Site Allocation Plan to adoption), and was formerly Environment City Manager for Leeds. This role entailed leading on a variety of Environmental Management, Climate Change and Sustainability Projects. David has been a full member of the Royal Town Planning Institute since 1989 and was formerly a Visiting Professor of Town Planning (Leeds Beckett University). In Leeds Planning has a key role to play in helping to take forward the City's ambitions for inclusive growth, health & wellbeing and in addressing the Climate Emergency.
