Submission Summary:

The arrangement is a real example of local authority joint working, designed not just to make savings but to deliver improved services for local communities. The arrangement yields financial benefits for both parties and unlike other shared service models, has resulted in zero job losses. The arrangement allows both Councils to manage resources flexibly and respond quickly to changing needs; the ability for planners to work across both authorities is a unique part of the arrangement. Given the challenges around recruitment, developing staff “from within” is a key part of the strategy for building resilience and capacity for both Authorities.
