David Waterhouse
Deputy Director - Planning Capacity & Capability , MHCLG
David Waterhouse David has over 20 years experience in the public, private and third sectors across planning, design, infrastructure and regeneration. He is Deputy Director, Planning Capacity and Capability at the Ministry of Housing, Communities and Local Government (MHCLG). He leads on all aspects of planning skills and capacity building in the sector, including sponsorship of the ATLAS team at Homes England, the Planning Advisory Service and various funding programmes aimed at boosting the planning sector, including the Pathways to Planning programme at the LGA. Prior to this he covered the design brief in MHCLG, and at the Cities and Local Growth Unit led work on regeneration related to High Speed 2, before leading the local business support grant programme in response to Covid. David was Assistant Director at Design Council Cabe from 2012 to 2017, overseeing the merger of the organisation and developing the Cabe business unit into a self-financing organisation, working with cities and local authorities across England. He is a regular speaker at planning policy and regeneration events across the country, a Trustee of Design West, on the Board of the Thames Estuary Cultural Commission, and on the Board of Smart Transport and a founding member of the International Garden Cities Institute.
