This entry showcases the work done by Kensington and Chelsea Council in partnership with members of the Earl’s Court communities to reimagine the opportunity area and produce a placemaking framework with guidance for private developers.

It is a successful case study on targeted community engagement for plan-making designed to be cost effective, insightful, inclusive, and engaging. It is also a testament to the value of an in-house multidisciplinary team in a local planning authority. The core project team is made of an engagement expert, an urban designer, a chartered town planner, and a planning apprentice – all Council officers.
