Local Authorities are powerful gatekeepers of built environment carbon emissions, yet planning teams face acute green skills and capacity gaps on carbon and climate. Commissioned by London Councils and delivered by the UKGBC, Bioregional and Preoptima, the Low Carbon Development Training Programme aims to close this gap, having given 139 planning department delegates tailored, practical skills in low-carbon policy, whole life carbon assessment and energy modelling. Through an estimated 2,569 hours of Continuing Professional Development (CPD), ‘train-the-trainer’ materials, and committed action plans, delegates are already reshaping their approach to policy implementation, validation requirements and negotiations on schemes, embedding climate-aware thinking into everyday planning.
