Malvern Hills and Wychavon District Councils Joint Planning Service

The Joint Planning Service for Wychavon and Malvern Hills District Councils delivers outstanding service to local communities by combining strategic leadership, proactive place-shaping and strong operational performance across plan-making, development management and enforcement. Over the past year, the team has led the South Worcestershire Development Plan Review on behalf of three councils, setting an ambitious growth framework for around 25,000 homes, including a new settlement of approximately 10,000 homes. This is supported by the Wychavon Town SPD, now out for public consultation, alongside work on infrastructure funding through CIL (Public Consultation Due to go live February 2026), improved planning performance with 90–94% of applications determined on time, and effective, proportionate enforcement. Together, this work is improving places today and securing long-term social, environmental and economic benefits.
