The refurbishment of Hackney Central Library is a powerful example of culture-led placemaking, transforming a 22-year-old civic building into a vibrant, inclusive cultural and social hub. Shaped through extensive co-design with residents, disabled users, young people, families and staff, the project embeds arts and culture as placemaking tools. Community-created artworks, Windrush-themed commissions, biophilic elements and plant-inspired design enhance environmental quality and wellbeing. An inclusive children’s library with integrated sensory equipment supports neurodiverse users. The redesign improves accessibility, flexibility and civic access. Within days of reopening its footfall increased by 30%, demonstrating strong community anticipation and early social and economic impact.
