Westminster City Council have developed an innovative and sector-leading new policy: retrofit first. This policy requires developers to thoroughly explore options for retrofitting their sites instead of demolition. This approach balances growth and economic development, while addressing the environmental needs in a highly urbanised city. We recognise that not all sites are suitable for retrofit, which is why it is Retrofit First, not retrofit only. By encouraging developers to refurbish, update and remodel existing buildings, we will make our buildings more energy efficient, enhance the climate resilience of Westminster and tackle climate change, which often affects vulnerable communities the most.
